Laws of the Game

The Laws of the Game are the official rules for soccer, established by the International Football Association Board (IFAB). These laws apply worldwide across professional, collegiate, and youth soccer, with modifications for younger age groups.

AYSO Age-Group Modifications

AYSO modifies certain rules for youth development. Region 13 provides division-specific guidelines:

6U-8U Modifications

  • Smaller fields and goals
  • Fewer players per side
  • No offside (6U)
  • Kick-ins instead of throw-ins (6U only)
  • 7U and 8U use throw-ins

10U Modifications

  • Buildout line in effect
  • Attackers may cross the buildout line when the ball is kicked on a goal kick or when the goalkeeper releases from hands
  • Heading discouraged

12U Modifications

  • Full offside rules apply
  • Yellow and red cards may be used

Common Rule Clarifications

Goal Kicks No distance limit on goal kicks. Opponents must follow buildout line rules at 10U.

Goalkeeper Possession Possession includes the keeper having a hand or body pinning the ball. If the ball is loose or fumbled, opponents may challenge fairly without kicking the keeper.

6-Second Rule Applied with judgment, not strict counting. Referees should warn keepers about delays before calling infractions.

Medical Alert Bracelets Allowed if taped down with only the alert portion visible. This exception applies only to medical alert bracelets.

Cleats Toe cleats are not prohibited by default. Referees inspect for dangerous burrs or sharp edges on any cleat type. Soccer-specific cleats are recommended.


Penalty Kicks

Region 13 provides specific guidelines for penalty kick procedures, including shootouts for tournaments.
